Managing Corporate Counsel, HR Compliance The candidate will be responsible for driving the creation, implementation, monitoring, improvement, and maintenance of communications, training, policies, procedures and forms, at both the company- and client-level, that ensure compliance with human resources and legal best practices at both the Company- and client-level. Managing Counsel HR Compliance, will directly and/or indirectly oversee various HR- and payroll-compliance teams, and act as liaison between the Legal Department and other departments to ensure that compliance concerns are properly prioritized and addressed, with a focus on operationalizing new legal developments for the Company and clients. Work closely with business colleagues, outside counsel and vendors to drive compliance via internal and external communications, training, and updates to forms/policies/procedures, handle legal questions regarding PEOs and their HR and payroll services; provide advice and deliver resolutions to complex legal issues in the areas of human resources and employment law; and handle miscellaneous business and compliance matters referred to the Legal department. Manage an enterprise-wide HR and payroll compliance program for the benefit of the Company and its thousands of clients, requiring significant collaboration with teams inside and outside of Legal, including Client Services, Operations, Products and Technology. Directly and/or indirectly oversee various compliance-focused teams, including, but not limited to, Payroll Compliance, Leaves of Absence, EEO-1 Reporting - all of which are driving compliance for not only the Company but also its clients. Drive the creation, implementation, monitoring, improvement and maintenance of HR and payroll communications, training, policies, procedures and forms at both the Company- and client-level, especially in response to new legal developments. Act as liason between Legal and other departments to ensure that compliance concerns are properly prioritized and addressed not only as described above but also in system updates, product enhancements, and strategic plans. Work closely with and oversee internal colleagues, especially in Client Services and Operations, in addressing HR and payroll compliance concerns in the PEO context. Recognize and address, in the PEO context, applicable laws, regulations, and government and industry standards and guidelines that directly or indirectly apply to HR and Payroll, in the US and globally. Draft employment-related policies, procedures, forms and address related issues by providing guidance and recommendations for optimal resolution. Research and respond to questions from business colleagues related to legal requirements for PEOs, payroll, benefits, and HR services. Provide advice and counsel in the areas of Title VII, ADA, ADEA, FMLA, FLSA, WARN Act, and related state and local laws, in the PEO context. Oversee internal and third-party risk impact assessment processes. Provide education and guidance to internal colleagues and teams on matters relating to human resources and employment law. Review marketing materials and employee communications related to HR and payroll. Respond to miscellaneous business and employment matters referred to Department.

The candidate should have a J.D. degree from an accredited law school and be a member in good standing with a State Bar. Must have 15+ years of legal experience with broad range of labor and employment laws (in-house and law firm experience preferred). Solid management experience is required. History of operationalizing compliance with labor and employment laws is essential. Track record of identifying and resolving complex legal/operational issues in collaboration with other subject-matter experts is a must. Should have extensive experience educating, advising, and counseling all levels of employees, including executives and risk-related committees of the Board of Directors. Some travel may be required.
