Associate Senior Counsel - Government Programs The ideal candidate will understand the law and how it relates to the businesses, serve as a strategic advisor to the Executive Leadership team and provide solution-based advice. Provide legal advice and counsel on issues related to ACA products and services. Maintain knowledge of regulatory and enforcement environment affecting the business in order to minimize risk. Work closely with government affairs to analyze and provide comments on proposed rules and regulations. Interact with state and federal regulatory agencies. Lead legal support for operations and compliance implementation projects. Work closely with business Operations and Compliance to identify and reduce known and potential regulatory, legal and business risks. Analyze and provide guidance regarding contractual obligations for disputed claims. Design and implement measures to avoid, reduce and mitigate risks. Represent and advocate the segment s interests before federal and state agencies. Serve as strategic advisor to the business team and enterprise colleagues on the impact and response to proposed and new rules, regulations and legislation. The candidate should have J.D. degree/Bar membership. Must have 10 + years of corporate legal department or law firm experience is needed. Experience in government programs and insurance is strongly preferred. Broad knowledge of the Affordable Care Act, the individual insurance market, federal health care programs and insurance industries a plus. Strong analytical, written and oral communication skills, including negotiation and drafting skills. Interpersonal skills to develop and manage relationships with business clients at all levels. Strong ability to identify issues and propose practical legal and business solutions. Customer-focused and creative approach to problem solving and the ability to efficiently manage a substantial number of issues and competing priorities effectively. Strong ability to maneuver through business barriers to facilitate solutions. Exceptional track record of project and process management. Strong work ethic with effective time-management. Demonstrated good judgment and willingness to take on difficult projects.
