Senior Attorney, Government And Industry Relations The candidate provides legal counsel regarding government affairs and public policy work at the state and federal levels, including but not limited to: Drafting Legislation and Regulations/ Guaranty Fund and Residual Market Governance/ Issue Identification and Advocacy / Lobbying/ Position Development including research and drafting/ Legislative and Regulatory Developments/ Political Advice and Counsel and ALLPAC and Corporate Contributions/ Trade Association Leadership and Participation/ Government and Regulatory Litigation and Disputes / Monitoring, Reporting, and Other Advice and Counsel related to Government Affairs. Provides legal advice and counsel on behalf of the Government & Industry Affairs - group. Collaborates and aligns on strategy, action planning, and communication with client, business units, and other areas of L&R (Law and Regulation). Proactively counsels clients on emerging legal issues and risk. Counsels clients on strategic initiatives and serves on project teams as needed to provide legal advice. Reviews and delegates new matters. Provides project management, coordination, and collaboration between legal teams within L&R and with business clients. Conducts research, substantive drafting, reviewing, advising, and negotiating for more complex matters. Provides budget oversight. Provide coaching and performance feedback. Government Affairs and Public Policy. Internal Focus - Legislative/Regulatory Involvement. Prepare position paper. Proactively lobby on behalf of Allstate and affiliate companies, attend and participate in hearings. Identify appropriate legislative/regulatory opportunities and identify Allstate legislative and regulatory priorities. Consult with business units regarding political and regulatory implications of existing or new programs (including conscious choice meetings). Consult with business units, attorneys, outside consultants to understand implications for Allstate. Keep senior leadership and law department leaders apprised of evolving political developments and impact on advocacy. Advise/accompany senior management and business units on legislative/regulatory visits. Draft, circulate, and socialize draft bill amongst interested parties (both internal and external) for internal consensus and to determine impact. Determine communication strategy and distribute reports, etc. to business units, legal, and compliance. Deliver internal and external presentations related to Legislative and Regulatory Developments / Changes Monitoring and Education. Develop and identify supportive coalition partners related to issue advocacy and lobbying. Participate in Staff Board/committees/ working groups that have implications for Allstate and chair as appropriate. Prepare timely new law reports. External Focus - Trade Association Involvement/ Political Contributions. Determine which trade associations to participate in and to which financial degree. Counsel/prepare business clients that are involved in trade association activities. Work with trade association staff to identify issues of interest to Allstate and determine degree of Allstate involvement and visibility of issue. Attend and participate in hearings. Attend committee meetings and conference calls. Review and edit materials, provide comments and recommendations, and provide amendments to trade association staff. Draft corporate involvement in political arena report. Actively lobbying on behalf or Allstate. Prepare ALLPAC and / or corporate contributions. Litigation / Disputes. Interview law firms/retain law firm. Review litigation strategy. Review trial strategy. Assist in witness preparation and attend depositions. Draft and review communication with government agencies. Negotiate with government agency. Keep business unit management advised of case progress. Attend court at major arguments (motion to dismiss, motion for summary judgment and trial). Review/comment upon all draft/revised/final pleadings. Regulatory and Regulatory Compliance. Administrative and Regulatory Agency Inquiries and Investigations. Manage, negotiate, and advocate external response with appropriate. Communicate with and counsel clients on status, results, and potential process change/corrective action. Identify, prepare, and present witness. Review client responses to examiner requests for information. Review and analyze draft Report on Examination and prepare response to draft report. Review and analyze proposed stipulation/consent order. Counsel client on actions to be taken resulting from exam findings/recommendations. Review insurance holding company act registration statement & amendments. Serve on compliance project teams as needed to provide legal advice. Determine and implement strategy for resolving compliance issues (e.g. engagement with DOI and/ or regional counsel). Proactively conduct most complex research and determine applicable and pertinent laws, statutes, regulations, rules, and other legal authority; conducts risk analyses on key issues, looking at issues from a holistic perspective, recognizing overall impact to the enterprise; make strategic recommendations based on risk analyses. Leverage extensive knowledge to monitor and review the most complex new laws, regulations, and case law; identify and summarize relevant issues; Collaborate with other areas of L&R department; Proactively provide advice and counsel to business unit on the impact of new laws on business. Provide advice and/or legal approval related to company documents, policy, practices, and procedures. Provide advice and counsel clients on emerging legal issues and risk. Counsel clients on strategic initiatives and serve on project teams as needed to provide legal advice. Draft, review and / negotiate complex matters and agreements. Draft and / review non-routine correspondence and communications. Review and revise business cases and supprting documentation. Displays advanced knowledge of specific legal discipline to connect work back to strategic business results. Gather facts frm client to understand strategic goals and objectives client intends to achieve from intended action. Play a lead role in working with senior management to develop and implement change, Determine if/how business processes / practices need to be modified and play a lead role with client to implement change. Determine extent of other AOR (area of expertise) involvement; Understand integration points and play a lead role with other areas of responsibility that may be impacted to manage change. Recmmend and obtain appropriate approval for resolution, if warranted. Play a key role in strategy determination, action planning, and communication with client, business units, and other areas of L&R, as appropriate. Lead project management initiatives for highly-complex projects, including coordination, and collaboration between legal teams within L&R and with business clients, as appropriate. Perform bill/file reviews and perform budget oversight. Evaluate and recommend if outside counsel should be retained. Retain, supervise, manage, and cordinate work with Outside Counsel, if applicable. Attend board and committee meetings, as appropriate. Participate in and prepare meetings with external parties. Participate in meetings with senior management team,. Participate in relevant external industry groups; utilize acquired knowledge to contribute to functional strategy both within the Law & Regulation Department and within the business.

The candidate should have Possesses a juris doctorate and a license to practice law (in good standing) in State of Practice. 10+ years related experience typical is required. Should have proficient skills/abilities/experiences in the following areas: legal knowledge, business knowledge, issue management, analytical skills, influencing others, coaching and development, self-development, and productivity. Must have advanced knwledge of professional standards, methods and concepts and the ability to direct functional strategy. Must have computer skills, including MS Office suite, used in or related to the tasks performed. Should have experience within a reputable law firm and in-house legal department for a mid- to large-sized organization. Insurance-industry experience preferred. Must have knowledge of legal holds and discovery processes. Skills: Management & Supervisory Skills. Budget management skills. Project management skills and law firm/vendor management experience.
