Compliance Legal Counsel/Analyst, Health The candidate will support a wide range of compliance program initiatives across both WEX Health and DBI's operations, including their planning and implementation. Initial areas of focus will include responding to targeted questions related to compliance with applicable laws (including Code Sections 125, 129, and 213(d), COBRA, and HIPAA), review of complaints and appeals, and general compliance function support. Research and prepare responses to written complaints and appeals for review by the Director of Compliance. Coordinate with internal operations, legal, and other teams on process changes or additional training identified through the appeal and complaint review process. Assist in providing proactive and timely responses to state and federal agency requests. Provide support for compliance framework and third party audit programs for new and existing products. Assist in the communication of new and changing regulations to internal teams to allow for the incorporation of any changes into the daily processes and procedures. Assist with modifications and updates to plan documents, adoption agreements, summary plan descriptions, SBCs, and COBRA notices due to regulation and other changes. Assist in review of compliance-related content included in employee training and education. Support implementation of new products and corporate compliance initiatives. Maintain current knowledge of industry laws and regulations, keeping abreast of recent and upcoming changes. Regular attendance at Employers Council Flexible Compensation (ECFC) teleconferences and meetings.

The candidate should have 5-8 years of experience in compliance, legal, or a related position. Bachelor's degree required; Juris Doctor preferred. Should have strong background in industry regulations affecting all lines of business offered through WEX Health and DBI. Background in the law governing health and welfare benefit plans, COBRA, state continuation of coverage laws, banking law, federal acquisition regulations (FARs), and Medicare Advantage plans preferred. Experience working on compliance frameworks and process improvement and the ability to manage multiple, conflicting priorities. Ability to work independently, yet still be team-oriented. Excellent communication (oral and written) and interpersonal skills, including the ability to write clear and concise communications for employees at all levels. Ability to apply strong problem solving skills and excellent judgment to make reasoned recommendations and develop practical, business-oriented solutions.
