Counsel, Government Contracting The candidate will provide strategic legal advice to pharmaceutical and medical device businesses performing research and development with US government funding. Funding may be pursued from the National Institutes of Health, the Biomedical Advanced Research and Development Authority, and consortia that receive funding from DoD or other agencies. Must be experienced with offers, cost and accounting, contract performance requirements, responses to government audits and inquiries, contract close-out activities, innovative business strategies and compliance program activities. Will also handle inquiries on ethics rules impacting interactions with government officials. Support senior legal advisors, government contracting teams, finance teams, supply chain and procurement, the J&J compliance organization, and will collaborate with legal colleagues across various business and functional units. The role includes monitoring developments in government procurement law, actively engaging in trade associations, and building and delivering training to clients on a range of topics related to government contracting, procurement and government ethics. Must have a Juris Doctor Degree and admission to (and current good standing with) the bar of at least one state or the District of Columbia. Should have 3+ years post admission experience with a law firm or comparable in-house experience in a government contracting practice. Must have 3+ years of legal transactional experience drafting and negotiating agreements, and proven track record of identifying and mitigating risks/exposure points. Experience providing legal advice on government contracts in a research and development environment is strongly preferred. Experience with transactions related to pharmaceuticals, biologics, vaccines, information technology, cybersecurity, artificial intelligence, software, medical device hardware, or privacy desired. Experience advising company leaders on broad spectrum of activities from strategy through to internal investigations desired. Practical experience applying the procurement regulations, including cost and accounting rules, in a commercial or global operation preferred. Finance or accounting experience a plus. Experience interacting with Government contracting officers, auditors, lawyers and other agency officials desired. Knowledge of evolving US/DoD Privacy, Cybersecurity and Data Sharing requirements a plus.
