Employee Benefits Legal and Compliance Leader Candidate will provide guidance to the Mercer Marketplace product development, consulting and operations teams to develop top caliber health and welfare benefit plan offerings that comply with complex federal and state legislation, regulations, court cases. Act as project leader to drive projects to completion. Review current developments in health and welfare plan legal/technical compliance, undertake required research, prepare complex technical analyses, and develop market-differentiating advice, insights, and solutions. Create tools to leverage common client problems. Act as legal expert to colleagues on unique legal and compliance issues and other regulatory developments affecting health and welfare plan offerings, providing advice on strategy and design. Reviews marketing and business focused materials for technical accuracy, as needed. May provide input into marketing approach. Drive and review work prepared by others. Participate in company's Marketplace leadership discussions, and be proactive in identifying items that need to be address in the design of products and delivery of services through the solution. Provide peer review of template legal documents (plan documents, communications to participants, plan governance, and administrative materials). Leader process through providing guidance and direction to the team of compliance resources who are developing documents for specific clients; take ownership for execution, accuracy, and completion. Design, draft, and review client-specific legal documents as well. Remain abreast in field of expertise through research and continuing education designed to enhance expertise pertaining to various human resources and legal areas. Stay closely connected with the compliance teams (Washington Resource Group and Regulatory Resource Group) within company's Health and Benefits to keep apprised of new guidance that is released, to provide input on company's points of view, and for colleague input/review on company's Marketplace approaches. Candidate should have JD degree and 10-15 years of legal experience in area of ERISA, PPACA, and health and welfare plans. Solid knowledge of employer sponsored health and welfare plan compliance issues is needed.
