Lloyd was nominated for his silent hard work in establishing and expanding a number of "extraordinarily kind" programs at the Workers' Compensation Fund. His creations include the Legacy of Learning Scholarship Program, which provides educational assistance to the spouses and children of employees who have lost their lives in job-related accidents. The awards recognized other people who have applied extraordinary efforts to serve the people of Utah.
