Lionbridge VP, GC, and secy. receives accolades
Leading legal publications, New England In-House and Massachusetts Lawyers Weekly have honored Peggy Shukur with the In-House Leaders of the Law award. Shukur, the Lionbridge Technologies, Inc., vice president, general counsel, and secretary, was selected by an independent panel of in-house lawyers. Recognized as possessing "utmost integrity" and "an uncanny ability to inspire and lead," Shukur was also acknowledged for her business and legal skills and her contribution to the community and profession. Since joining Lionbridge in 2000, Shukur has managed the company's legal affairs across the globe. Shukur, who is part of the Corporate Leadership Team, was involved in navigating Lionbridge through its 2005 acquisition of Bowne Global Solutions. Presented for the first time, the award recognizes the outstanding professional achievements and contributions of a select group of in-house counsel.

Ragsdale Liggett attorney named GC for NC Jaycees
Melissa Dewey Brumback, a partner in the litigation department of Ragsdale Liggett, PLLC, has been appointed general counsel of the North Carolina Jaycees. Brumback will advise the organization's state president, vice presidents, and staff on all legal matters. Brumback has been associated with Jaycees since 2002 and has served the organization in a number of top positions. Her work in Jaycees included raising funds for the North Carolina Jaycee Burn Center at UNC. She was also involved in fund-raising work for the Duke Cancer Center, Lake Waccamaw Boys' and Girls' Home, and victims of Hurricane Katrina. At Ragsdale Liggett, PLLC, Brumback focuses her practice on complex commercial, business, and construction litigation.

UltraShape names new GC
UltraShape, Inc., has named Ezra Katzen as the company's new general counsel. Katzen will work from the company's corporate headquarters in Yoqneam, Israel. Katzen, who will oversee the global legal matters for UltraShape, brings to the company 27 years of legal experience. Being part of its management team, Katzen will report to the company's chief executive officer. He was earlier serving as general counsel for Shopping.com, a leading Internet shopping website. Katzen has also worked as partner in a number of top Tel Aviv law firms, where he focused on representing technology companies. An ISO 13485:2003-certified company, UltraShape is a leading provider of non-invasive solutions for the aesthetic medical field.

Harvest Natural Resources elects VP, GC, and corporate secretary
Harvest Natural Resources, Inc.'s board of directors has elected Keith L. Head to be the company's vice president, general counsel, and corporate secretary. Prior to joining Harvest, Head served in a number of positions at Duke Energy Corporation and was most recently associate general counsel. He will replace Kerry Brittain, senior vice president, general counsel, and corporate secretary, who is slated to retire on June 30, 2007. Head will be provided with 50,000 shares of company stock and 20,000 shares of restricted stock. Houston, TX-based Harvest Natural Resources, Inc., is an energy company with operations in the Confederation of Independent States, on the Asian subcontinent, in the Middle East, in North Africa, and in the Far East.

PJM Interconnection promotes top lawyer to GC
Vincent P. Duane has been promoted to Vice President and General Counsel of PJM Interconnection, a national grid operator. Duane, who will report to the president and chief executive officer, will be part of the company's senior management team. He will head the legal department that represents the company before state and federal courts and regulatory agencies. Duane was most recently Deputy General Counsel of PJM. He joined the company from Mirant Corporation, where he served as vice president and assistant general counsel-commercial and regulatory. PJM Interconnection is a high-voltage electric-power company and serves 51 million people in 13 states and the District of Columbia.

NOAA appoints new GC
The National Oceanic and Atmospheric Administration (NOAA), a U.S. Department of Commerce agency, has announced the appointment of Jane C. Luxton as general counsel. As the administration's chief legal officer, Luxton will also serve as policy advisor to NOAA's administrator. She will be in charge of a 90-attorney team. Earlier, Luxton was a partner with the law firm of King & Spalding. She specializes in federal and state environmental law, including international environmental regulations. NOAA attorneys are responsible for issues related to and including coastal zone management, management of commercial fisheries, operations of weather and environmental satellites, and protection of marine mammals and endangered species.

Kracklauer joins Hooper Holmes as senior VP, GC, and corporate secretary
Hooper Holmes has appointed William F. Kracklauer senior vice president, general counsel, and corporate secretary. He has also been elected an executive officer of the company. Kracklauer previously held leadership positions at several successful companies, the last being Yellow Book USA, a leading provider of online- and direct-marketing services. He joined the firm as general counsel and secretary in 2000 and led the acquisitions and human resources department, successfully completing acquisitions worth more than $2 billion. Kracklauer last served as vice president of Yellow Book and was a member of the company's executive committee. Hooper Holmes, which offers risk-assessment services for the insurance industry, provides insurers with a wide range of medical-exam, data-collection, laboratory-testing, and underwriting services.

Lowrey to be Shell's new GC
Shell Oil Company has appointed William C. Lowrey as its general counsel; he will assume his new position on July 1. Lowrey, a Shell veteran, is currently serving as an associate general counsel for Shell Trading and Shell Gas & Power and will succeed Catherine A. Lamboley. He brings with him immense legal experience, particularly in the field of mergers and acquisitions. Shell, along with its associate companies and share-in-equity companies, is a leading oil and natural gas producer, natural gas marketer, gasoline marketer, and petrochemical manufacturer.

United Western Bancorp announces new GC
United Western Bancorp, Inc., has appointed Jeffrey R. Leventhal as senior vice president, general counsel, and secretary. Leventhal, before joining United Western Bancorp, served First Data Corporation for 12 years in several legal and business leadership positions. He has also practiced with Skadden, Arps, Slate, Meagher & Flom in New York City. Leventhal will be replacing Theodore J. Abariotes, the present general counsel, who will leave the position to take care of his family business. A Denver-based organization, United Western Bancorp, Inc., is dedicated to developing its community-based banking network. The organization has plans to expand its community bank network by opening five to 10 new branches in different locations over the next three to five years.

McKay steps in as GC for Getty Images
Getty Images, the world's prime producer and distributor of visual content, has appointed John McKay, a former district attorney, as senior vice president and general counsel for the western district of Washington. McKay was nominated by President George W. Bush to serve as US attorney back in September 2001. McKay stepped down in January 2007 along with a number of his associates. Jeff Beyle, the present general counsel of Getty Images, would be taking up the charge of senior vice president—business development for the company. Getty Images is based in Seattle, WA, and caters to customers in more than 100 countries.
