Senior Counsel- Government Segment Regulatory

Bloomfield CT Senior Counsel- Government Segment Regulatory Responsibilities: Provide strategic legal regulatory advice and counsel to Government Business Segment products and services on Medicare Program Parts A, B, C, and D. Provide interpretative and practical advice regarding oversight and compliance requirements of the Medicare Advantage and Medicare Prescription Drug programs. Advise Government Business on compliance, risk adjustment; Star ratings; medical loss ratio and other financial and reporting requirements; internal investigations; fraud and abuse and managing government disclosures. Serve as lead lawyer for in responding to government audits and investigations. Serve as subject matter expert on federal health care laws and regulation, regulatory and enforcement environment affecting the business, including federal and state anti-kickback and self-referral laws, fraud and abuse, False Claims Act liability, government payor billing and reimbursement requirements and payment, government audits, and compliance programs. Vice President, Lead Counsel - Insurance Law & Government Affairs The candidate reporting to the Group Counsel, Insurance Law and Government Affairs will serve as the primary Legal Adviser to West Zone Executive Vice President and other senior business leaders on all matters involving regulatory, compliance, business operations and government affairs for personal and commercial lines. Serve as the primary legal advisor with respect to regulatory compliance, regulatory and government affairs, and business matters within assigned states. Interact with and provide leadership within state and national trade associations and property/casualty industry organizations in matters pertaining to regulatory, legal, and business issues. Serve as a leader within the Office of the General Counsel and within the Company. Act as a trusted legal advisor, establishing and driving regulatory and compliance policies throughout the LOB operations. Serve as a business partner, assisting in a variety of transactions which may include joint ventures, partnerships, distribution agreements and other development and business opportunities. Provide legal advice in the development and implementation of new products/policy forms and the maintenance of existing products/policy forms for all LOB operations. Manage shared resources assigned to support the responsibilities listed above. Manage external legal expenses associated with the responsibilities listed above. Retain and consult with outside counsel on matters, as appropriate. Support the overall Office of the General Counsel regulatory compliance and business operations, as appropriate.

A Bachelor's degree and Juris Doctorate required. Should have 10 years professional experience with demonstrated property and casualty and insurance regulatory legal experience and knowledge. Must have ability to manage the legal aspects of a large property and casualty business unit or division. Should have excellent legal technical abilities with knowledge of LOB insurance regulatory and compliance matters. Must have strong executive presence and the ability to persuade, negotiate and make effective presentations to large and small groups at all levels in the organization. Should have ability to create an environment that encourages collaboration, accountability, respect, and empowerment consistent with company's CARE values and a highly ethical culture. Must have strong people skills, effective at coaching and motivating; serves as a role model to build effective relationships, value the opinions of others, encourage meaningful participation of others at all levels in critical dialogue, and take responsibility for actions. Must be flexible with respect to work scheduling issues or changes that may arise unexpectedly due to business needs or demands. Should have sound judgment and ability to deal well with stress and difficult situations where desired results and outcomes must be achieved in spite of incomplete, inconsistent, or conflicting information and/or competing interests.
