Program Manager Job Duties: Provide acquisition planning; acquisition management; program management; financial management; scope management; performance monitoring, and control services to NGA/TIC and TIA Government staff in assessing, coordinating, scheduling and executing content and application initiatives related to Content Management System and Enterprise Geospatial Information Systems. Consults, advises, assists program manager with key acquisition and transition events and milestones. Individual will coordinate and support Program test events and milestone reviews with stakeholders. Creates, reviews, updates and evaluates program work statements (WS) and independent government cost estimates (IGCE) and Evaluates Engineering Change Proposals and Requests for Change (ECP/RFC). Provide management and technical analysis and advice to Government Program Managers of Content Management Services development and sustainment contracts to improve efficiency and attainment of performance thresholds and objectives. Consult CASi/EGIS PM on CASi/EGIS program, including executing management plans and processes to ensure the program met all performance and budget delivery execution targets. Provide complex and effective portfolio management through the multi-year life cycle of NGA systems from program planning through all stages of execution, delivery and retirement. Advise a portfolio of simultaneous project execution plans for annual sustainment, software spirals, and IT enhancements including people, processes, resources, and detailed weekly, monthly, and annual PPBE status reporting to inform SES and senior management decision-making, thereby supporting NGA's strategic goals and objectives. Develop effective CASi divestiture plan for the transition of all CASi capabilities and functionalities to programs of record to ensure full continuity of each capability and functionality for over 3500 worldwide geospatial analysts. Advise program manager on systems, people, processes, resources, information, and technology for NGA programs as a Government trusted agent with practical knowledge of key areas of planning, funding, program management, mission, vision, and goals implemented through integrated product teams and working groups. Manage and control program risks and constraints by ensuring plans are implemented on schedule, within budget, and meeting all performance requirements. Maintain program alignment to the strategic goals and mission of NGA to ensure the critical success of the programs and project portfolios. Provide quantitative and qualitative assessment of CASi/EGIS program effectiveness through quantitative techniques using facts and numbers to evaluate NGA initiatives. Provide risk management and schedule assessments to identify, analyze and manage an integrated portfolio for key stakeholders - reaching across multiple portfolios including both Content and Analytics - to ensure the programs transition to the appropriate programs of records and contract vehicles. Assist and support CASi/EGIS program-specific situations from a portfolio perspective to uncover issues and identify gaps by presenting, explaining, and defining to Senior Government and corporate executives - making clear and convincing oral presentations to individuals and groups - including listening effectively and clarifying information as needed. Develop and enhance alliances with external groups engaging in cross-functional activities and founding common ground with an ever-widening range of stakeholders.Ensure that reports, memoranda, and other documents reflect the position and work of the organization in a clear, convincing, and organized manner. Present and express ideas and information clearly and concisely in a manner appropriate to the audience, whether oral or written. Actively listen to what others are saying to achieve understanding and share information with others and facilitate the open exchange of ideas and information. Provide expert program office support to the CASi/EGIS program within the NSG to ensure programs are kept on track and the program offices meet requirements for milestone reviews and critical program reviews. Ensure program office's action items are closed in a timely manner to help facilitate program requirements and milestone reviews. Identify and provide areas of cost savings to the Government in the final option year of the CASi contract, which allow the Government to free up resources for other areas within the enterprise. Provide expert requirement management by identifying, documenting, prioritizing, tracking, and coordinating technical requirements. Develop functional requirements, concept of operations, mission need statements, and resource requirements.

Qualifications: Desired: Understand ES Authorized Outage (AO) process. Bachelor's Degree and 14+ years' experience; Masters and 12+ years' experience; PhD or JD Degree and 9+ years' experience. 4+ years' operational experience. Customer-service and goal oriented. Excellent oral and written communication skills. Ability to work independently and as a team member under tight deadlines with changing priorities. Demonstrated understanding of the geospatial intelligence mission and its contributions to the IC. Familiarity with NGA dissemination and storage systems, to include IDS-D, NGL, STIL, IPL, WARP, PMAA, IEC, NES, IESS, IAS and Mission Partners.
