Corporate Counsel Deadline: 30 December, 2017. The candidate participates in the definition and development of corporate policies, procedures and programs and provides continuing counsel and guidance on legal matters and on legal implications of all matters. Oversees the selection, retention, management and evaluation of all outside counsel. Reviews, negotiates, and/or provides assistance with contract negotiations for EBMS and affiliated companies. Negotiates agreements and discounting arrangements with healthcare providers. Coordinates as necessary with EBMS staff, vendors or EBMS clients. Provides general legal research on various matters for EBMS and affiliated companies. Provides litigation and dispute resolution support for cases involving EBMS or an EBMS client matter. Departmental responsibilities. Structures and manages the company's internal legal function and staff. Serves as liaison and interfaces with department Directors and Executives regarding department activities and issues. Determines strategic goals of Legal department within the organizational balanced scorecard objectives established by the Executive team. Develops annual budget and administers funds according to budget guidelines. Implements policies that more effectively utilize department resources while achieving quality measurement. Guides and directs regulatory compliance and oversees the HIPAA Privacy function of the company. Provides research and expertise for resolution of group health plan related issues for EBMS Departments, including but not limited to Claims, Eligibility, Stop Loss, Client Services, and Provider Services Departments. Provides leadership, research support, and drafting assistance to Plan Document Specialists, EBMS clients and brokers, and other EBMS staff in resolving group specific issues and benefit questions regarding client health plans. Provides research, oversight and leadership with licensing requirements for assigned EBMS entities. Ensures that licensing is current for assigned entities. Tracks various legislative matters, and state and federal regulatory changes. Oversees compliance training of internal EBMS departments and staff, EBMS client employers and brokers. Provide leadership to employees by actively communicating vision, strategy and goals and motivating teams to action. Guides and directs employee performance by setting clear goals and behavioral expectations and tracks progress against expectations. Conducts regular performance evaluation of employees and provides ongoing feedback and coaching as necessary to achieve service, quality and production goals. Performs annual reviews in a timely manner. Addresses and counsels employees on behavioral or performance problems and implements corrective action as necessary. Frequently analyses staffing matrix and adjusts accordingly. Explains and administers company policies. Appropriately shares pertinent department and company information with staff in a timely manner. Acts as a role model in demonstrating the core values in customer service delivery. Provides timely and thorough follow up with, internal and external customers. Appropriately escalates difficult issues up the chain of command. Serves on committees, work groups, and/or process improvement teams, as assigned, to assist in improving quality/customer satisfaction. Recognizes and alerts appropriate supervisor of trends within their scope of responsibility that fall outside of quality parameters. Performs self quality monitoring in order to develop and execute plans to meet established goals. Provides ongoing feedback to help optimize quality performance. Collaborates with others and cross-departmentally to improve or streamline procedures. Develops new or improves current internal processes to improve quality. Must have Law degree and a license to practice law in the state hired. Should have 6+ years of experience preferably with healthcare focus at a law firm or in-house experience. ERISA and HIPAA experience is preferred. Experience managing other attorneys and supervising support staff in a corporation; experience with cost-effective management of outside legal resources is needed.
