Chief Corporate Counsel/Chief of Administration Under the general direction of the Executive Director, oversee activities of the Authority including providing advice concerning legal rights and obligations under federal, state and local laws. Advise the Executive Director and the heads of all departments as to legal questions affecting the Authority s interests. Support the Executive Director by acting in that role in their absence. Responsible for working across all administrative departments to ensure that effective and efficient processes are in place to support those departments. Mentor and coach administrative staff, delegating work effectively and holding team members to a high standard of excellence. Improve processes and policies, manage administrative staff and long term organizational planning. Represent the Authority in all legal matters and proceedings in which the Authority is a party or interested, or in which any of its officers are officially interested. Represent the Authority in all collective bargaining, side-bar, and grievance matters. Serve as an interest arbitrator or mediator as necessary. Develop strategies in preparation for litigation, arbitration, mediation, labor negotiations, financing transactions and administrative agency proceedings. Research legal issues and prepare legal memorandum and correspondence. Manage matters referred to outside counsel. Manage the preparation of contracts, leases and internal policies for all Authority divisions. Assist the Human Resources Department with internal investigations. Gather appropriate information through research, observation, and interview. Review rules, policies, plans and forms prepared by other Authority personnel for compliance with applicable laws. Prepare and/or review documents for construction projects and for the purchase, lease, or sale of goods, services and professional services including specifications, bid documents, requests for proposals, and requests for qualifications, bonds, and contractual documents. Maintain and develop knowledge about laws, regulations, and court decisions affecting the Authority. Juris Doctorate Degree; must have passed the Pennsylvania Bar Examination, and 10+ years of relevant experience. Extensive knowledge of: principles, practices and problems of municipal authorities required. Knowledge of: the following areas of law including but not limited to environmental, municipal, administrative, contract and bid processes, tort, real estate, employment, labor negotiations, Right to Know, cybersecurity, and financing arrangements required. Ability to: manage and prioritize a heavy workload while meeting deadlines; manage legal services provided by outside counsel; communicate effectively orally and in writing; supervise teams of other employees required.
