Government Contracts Senior Attorney Duties: Providing advice and counsel within the firm, including to senior leaders, on the pursuit and performance of federal, state and local government contracts. Advising and counseling on federal facility and personnel clearance matters; administrative and appropriations law; federal and state pocurement law and regulation and other statutory and regulatory compliance requirements for federal government contractors; state and local regulations and ordinances compliance requirements for state and local government procurements and contractors. Collaborating across the firm with leadership of various service lines, internal client service groups, and within RRLA; acting as a trusted advisor and liaison between the commercial audit and advisory service lines and the public sector practice. Providing strategic advice to the firm's partners and employees across the public sector and commercial audit and advisory professional service lines on day-to-day risk mitigation issues and implementing policies and procedures to minimize enterprise risk, particularly risks associated with supporting the government contracting practice. Participating in and supporting the government contract practice's risk committee and compliance programs, including by preparing and conducting training on government contracting and compliance topics, including to leadership, personnel and the internal Contracts group. Managing government contracting litigation, including the proactive supervision of outside counsel, with the goal of expeditious and economical resolution of bid protests, equitable adjustments and claims, lawsuits and regulatory matters, and conducting internal investigations. Advising on and resolving disputes and contract performance issues. Structuring, negotiating and drafting complex government and commercial agreements such as teaming agreements, government subcontracts, joint ventures, purchase agreements, commercial engagement letters and MSAs and other business agreements as necessary. Identifying and resolving government contracting regulatory and compliance issues, including responding to government audits and investigations.
Qualifications: Certification as a Federal Contracts Manager (CFCM) and membership in the National Contract Manager Association (NMCA) are pluses. JD Degree and bar admission in Virginia or the ability to qualify as Virginia Corporate Counsel. 8+ experience combined in both a law firm/in house legal department. Expertise in federal government contracts law, including FAR, DFARS, federal procurement statutes and regulations, as well as knowledge of state and local government procurement rules. Familiarity with the management of GSA offerings, compliance processes, price management and the financial reporting process. Experience with performance dispute counseling, bid protests and litigation. Experience in an independent public accounting/professional services firm setting helpful. Business-focused and creative approach to problem solving and the ability to efficiently manage a substantial number of issues. Exceptional track record of project management, strong partnership and collaboration, influential leadership, and process management. Strong verbal and written communication skills, demonstrated good judgment and willingness to take on a variety of diverse projects. Strong ability to maneuver through business barriers to drive initiatives throughout the enterprise. Working relationships with other attorneys and government officials to help deal with and resolve issued affecting the Public Sector practice.
