Counsel 3 - Consumer and Small Business Banking Division The candidate will be roviding legal advice to line of business and independent risk management partners on consumer and small business deposits and payments strategy and product development, regulatory compliance, analyzing proposed regulations, drafting comment letters, drafting consumer disclosures, and regulatory exam/supervision support. May supporting departments responding to customer's complaints about activity on their bank accounts. Reviewing and updating related policies and procedures, as well as other tasks as needed, including research of statutes and regulations affecting consumer and small business deposit accounts. 5+ years of experience as a practicing attorney, Active State Bar membership are required. Ability to analyze legal and regulatory issues in area of practice and provide effective advice to clients on complex legal matters, Extensive experience conducting research and providing counsel and guidance regarding complex legal issues, Strong attention to detail and accuracy skills Excellent verbal, written, and interpersonal communication skills, Ability to effectively organize and prioritize work while handling multiple matters, Ability to work effectively in a complex environment with a high degree of collaboration, Effective in building partnerships, functioning well with project teams, and working for the success of the team, Prior in-house experience at a large financial firm or experience at a bank regulatory agency is preferred, but law firm experience also will be given consideration, Experience advising and providing guidance in retail banking or private banking environment, Experience in developing practical solutions to mitigate legal risk, Experience in analyzing risk & benefit tradeoffs from a long range business perspective, Experience providing legal support related to sales and marketing of consumer and small business deposit and payment products, Knowledge of the following laws, regulations, and rules is desired: UDAAP/UDAP; Federal banking regulations D, E, CC, DD; FDIC rules and regulations; NACHA Operating Rules; ESIGN Act; FCRA; UCC articles 3, 4, and 4A.
