VP Tax Counsel The candidate serves as chief tax policy lobbyist. Provides senior-level policy counsel and legislative/regulatory advocacy support, including strategy development, lobbying and risk analyses. Provides substantive expertise and support in federal, state and local tax policy. Within dedicated issue areas, periodically serves as lead manager or liaison, for special projects, ad-hoc issue campaigns, industry discussion groups and/or coalitions that lead/join for issue advocacy. Serves as liaison to third parties, including think tanks, public interest advocacy groups, state retail associations, and specialized forums and communities. Serves as principal staff liaison for the Tax Committee and the Gift Card Working Group. Provides testimony at government hearings or workshops, and appears as a speaker/panelist at industry conferences. Drafts legislation/amendments, hearing testimony/statements, comments, talking points and other advocacy-related materials. Provides legislative support and participates in the General Counsel Forum, Government Affairs Policy Committee, Shop.org, NCCR, Financial Executives Council and other working groups. Develops and maintains strong working relationships with NRF staff and member company representatives. Advises on RetailPAC contribution strategy. Manages the overall work activities of assigned employees within the Government Relations department, including establishing performance objectives, conducting performance reviews, and facilitating employee development. Performs other duties as assigned.

The candidate should have a bachelor's degree; JD or accounting degree is strongly preferred. Should have 10 years of Congressional, Administration, trade association and/or other federal advocacy experience; committee counsel experience preferred. Substantive knowledge and understanding of federal, state and local tax policy impacting retail industry and business community. Advanced critical analysis skills; strong strategic skills; ability to effectively prioritize tasks; performance and outcome-driven. Demonstrated ability to work with both sides of the aisle and the Administration. Able to forge consensus from diverse opinions and articulate solutions favorably. Strong leadership and interpersonal skills, combined with proven ability to collaborate with volunteer leaders as well as staff at all levels of the organization team player. Produce effective, accurate and concise written product. Effective communication and presentation skills. Some travel required.
