An American multinational computer technology corporation seeks Government Affairs Attorney having 8-10 years of demonstrated, successful work experience in relevant law and/or public policy. The candidate will serve as the lead in directing company's public policy engagement on issues related to cyber security, standards, interoperability, and open source software. Will serve as part of company's team of policy experts located in the company's Federal Affairs Office in Washington, D.C., and work with its in-house technology and legal experts, the company's Global Corporate Affairs Community, and business leaders and teams across company. Lead the Washington, D.C. government affairs public policy engagement with Unites States officials on critical infrastructure protection, cyber, homeland and national security matters, working in concert with legislative, sales and Trustworthy Computing teams. Coordinate senior executives' engagement with Congress, the Departments of Homeland Security, Commerce and Justice, and the White House. Lead Washington D.C. efforts around interoperability, open source and standards issues, including procurement preference challenges at the federal level. These efforts include raising awareness about the importance of interoperability as a matter of policy, supporting the concept of technology neutrality in procurement legislation and policies, and addressing standards-related issues and promoting understanding of these issues among government officials and other policy makers, procurement officers, academics and other thought leaders. Undertake these efforts in close coordination with internal teams and experts, including the company's National Standards Officer. External outreach in furtherance of these policy responsibilities includes direct engagement with representatives from other companies and industry associations; relevant U.S. Government and state officials; academics, think tanks and standards and open source community representatives. Working across groups within company and with interested external stakeholders, will be responsible for developing and executing a range of strategies. Advance company goals in connection with legislation and other public policy initiatives affecting critical infrastructure protection, homeland, cyber- and national security matters by: promoting understanding of the steps company is taking to improve cyber security and critical infrastructure protection; supporting government and industry initiatives to improve the public-private partnership around critical infrastructure protection, information sharing, early warning, disaster response, and homeland and national security issues generally; and improving awareness of government leaders and officials about the importance of cyber security and infrastructure protection issues. Promote a policy environment that preserves technology neutrality in government procurement and related policies. Educate government officials and policy makers on issues relating to standards and interoperability, including by: participating in the development of company positions on public policy issues of importance to promoting interoperability, technology choice, and standards development in the ICT community; engaging with other companies and industry groups to execute on policy objectives; and representing company at conferences and in relevant industry meetings and discussions. Build alliances with other companies and industry associations to promote policy goals and understanding of company and industry efforts in these areas. Respond to Congressional and Administration inquiries, supervising the preparation of written testimony and white papers, and prepare other internal and external communications. Manage external counsel and consultants, and participate in various industry associations and activities. Establish and maintain good working relationships with the government affairs and public policy representatives of other companies, both in and outside the tech sector. Provide regular and routine information to business units and internal colleagues regarding policy efforts in Washington D.C. that may impact the company or are of interest to various business groups, policy teams, or international colleagues. In executing these responsibilities, the Policy Counsel works closely with other members of the Federal Affairs Team, leveraging the expertise of colleagues in political matters and on policy issues ranging from trade and intellectual property to telecommunications and privacy, with the State Government Affairs Team, and with other experts in company's Legal and Corporate Affairs Department and within the Company's business divisions. The candidate should have a B.S. or B.A. degree. An advanced degree in Law or other relevant discipline is strongly preferred. Should have experience with the federal legislative process, project management and coalition-building. Must have experience managing outside resources, including law firms and consultants. Should have strong knowledge of, and demonstrated experience in working effectively with, government officials, other company representatives and others who make and shape public policy.
