Senior Corporate Counsel - Land Use The candidate will implement siting advocacy strategy and tactics for deploying wireless infrastructure in states, cities and counties nationwide. Review, analyze and work to change existing and proposed local ordinances and codes to better facilitate wireless infrastructure deployment, while additionally supporting and acting as one of the subject matter experts to support state and federal existing and proposed laws and regulations. Partner with and assist in building a national network of lobbyists and outside advocacy specialists to further T-Mobile development interests, while coordinating their activities with the Government Affairs team. Co-create and present land use training materials and conduct training sessions for attorneys, development teams and vendors to establish best practices to drive consistency and efficiency across functions and regions. Provide strategic guidance and support to Government Affairs and external affairs experts to generate support for network development in communities within mutually agreed time frames. Overcome land use application challenges and establish actionable administrative records in preparation for use in land use appeals/litigation. Educate and facilitate the adoption of applicable federal law at the local and state level. Analyze the applicability of relevant laws and shot clocks to address local zoning and permitting application delays, and provide recommendations to resolve them. Draft and assist in the negotiation of real estate transaction documents that may impact land use requirements. Facilitate (via negotiation and/or changes in law) the siting of wireless infrastructure within public rights of ways. Serve as the legal subject matter expert in certain land use litigation, with a clear understanding of the law, regulations and case law.
The candidate should have 8+ years of directly relevant land use experience in a corporate in-house and/or law firm environment. A JD from an accredited university and licensed to practice law in at least one US jurisdiction. Expertise in federal law governing telecommunications, in addition to state and local laws governing the siting of macro and small cell facilities in public rights of ways and pole attachments. Professional maturity and the ability to interact with senior leaders. Excellent legal research and analytical skills and experience with managing and advising on complex legal matters. Excellent drafting and verbal communication skills. A demonstrated ability to collaborate with other legal and business professionals in a complex organization with a focus on delivering efficient results within required time frames. Strong prioritization and execution skills, with a results-oriented customer focus. Ability to work efficiently, meet demanding deadlines, and balance multiple tasks in a fast-paced environment.
